RULES OF WESTWOOD SOCIAL CLUB Revised January 2024
RULE 1 NAME, OFFICE, AND OBJECTS
The Club shall be called the Westwood Social Club and its headquarters shall be at the Social Club, Lower Westwood, in the County of Wiltshire, or such other place as the majority of the members may determine. The Club is formed for social intercourse, or any other matter of social value that the Committee consider desirable.
RULE 2
The number of members shall be limited, as the Committee may from time to time determine. A candidate for admission to membership must be nominated and seconded by two existing members. Notices of such nominations shall be on the Club’s official form and shall include the name and address of the candidate and be submitted with the due membership fee. Membership will commence two days after the date of application. The application will be considered by the committee and if not agreed the applicant will be informed and the membership fee refunded.
RULE 3
No candidate can be admitted as an adult member until they have attained the age of 18 years. Junior member must be 16 years or older.
RULE 4 – SUBSCRIPTIONS
The ordinary subscription for each member shall be set by the committee, shall be due on October 1st and will be discussed at each AGM.
RULE 5 – COMMITTEE
The Club shall be managed by a Chairperson, Secretary. Treasurer and Committee. The Officers must have been full adult members of the club for at least one calendar year. The Committee to have full power to act for and on behalf of the members and their decision to be final.
The Committee shall consist of eight adult members. Committee members will be elected for a two-year term of office. The Chairman to retire at the end of each year. The Secretary and Treasurer are to be elected for a two-year term of office. This Rule ensures that there will always be a form of continuity in that four Committee members and either the Secretary or Treasurer remain in office.
All retiring Officers and Committee are eligible for re-election for a further term of office. The election of Officers and Committee to be conducted at the Annual General Meeting. Only fully paid-up adult members in attendance at the Annual General Meeting are entitled to vote. The Annual General Meeting is to be held as soon as possible, after the end of the Financial Year.
If considered necessary, the Committee may co-opt additional (fully paid-up members) to fill any vacancy.
The Committee as and when required can form a Sub-Committee to include ordinary Club Members with the proviso that a member of the General Committee acts as Chairman for the Sub-Committee. The formation of the Sub-Committee will be decided by the General Committee. Recommendations made by the Sub-Committee must be brought to the attention of the General Committee, who will always have the prerogative of making the final decision. No Sub-Committee will have the power to commit the Social Club to any expense unless passed by the General Committee.
RULE 6
A roll of members shall be kept. All members shall receive a card of membership, which must be shown to any Officer of the Club who may require to inspect same. Each new member shall be supplied with a complete list of Club Rules. In accepting membership, a member agrees to comply with these rules and other codes of conduct and policies issued by the Committee.
RULE 7 – CESSATION OF MEMBERSHIP
Member in default with subscription 60 days after 1st October shall cease to be a member and their name shall be erased from the Members List. Any member in default after the above procedure has been adopted, must re-apply to renew membership.
RULE 8 HOURS OF OPENING OR CLOSING
The Club shall be open at all times set by the Committee within the terms of the club premises certificate. Times of opening can be modified by the Committee, as and when necessary. Notices to the effect of change should be posted within the Club for 7 days, informing members of the Committee’s ruling.
Any change in the permitted hours for supply of alcohol outside of the hours specified in the club premises certificate as determined by the Committee must be notified to the licensing authority.
RULE 9
The General Committee will meet regularly as agreed by members. Records of the club meetings shall be made available to members on the club premises.
RULE 10
No member may introduce a guest more than four times. This Rule is only to be relaxed in the case of near relatives/friends of members temporarily visiting the area.
A guest book is provided and the member must enter the name of the guest and their address and sign his or her own name. The set fee for guests is to be posted in the Club. The staff and committee have the right to refuse service to any guest, who in their opinion have not been duly signed in.
RULE 11
Children will not be allowed in the club premises unattended except for recognised functions. Children are not permitted on the premises during Race Nights and are not allowed to enter any room where gaming machines are located.
RULE 12
Member contravening any of these rules, codes of conduct or policies of the club will be brought up before the Club Committee.
RULE 13
Stock-taking shall be conducted as directed by the committee. A statement of accounts is to be rendered to the Committee once a month.
RULE 14
A formal Statement of Accounts is to be presented every twelve months and submitted to the Club Committee, prior to being published in a prominent position in the Club premises.
RULE 15
The Rules of the CIub may be altered only at a General Meeting or a Special General meeting but notice of any proposed alteration shall be posted in the Club for at least l4 days prior to the meeting at which the proposed alteration is io be submitted. Alterations to the Rules require a majority of two thirds of members present at such meetings.
RULE 16
Not less than 30 or one-fifth of the total number of members, whichever is higher, have the right to call a special meeting.
RULE 17
At the Annual General Meeting and any Special Meetings all adult members are to have equal voting rights.
RULE 18
The Committee will publish codes of conduct and policies to ensure that the club complies with Legislation and Regulations
RULE 19
Bona fide members and supporters of visiting teams shall be entitled to use the privileges of the club on the date of the visit.
RULE 20
On Special Occasions persons who are not members of the Club shall be admitted to the Club premises and shall be permitted to purchase alcoholic liquor for consumption on the premises only when such persons are members of a bona fide club or organisation law-fully using the club premises with the “consent of the Committee”
RULE 21
The Committee may permit a member to have the temporary use of all or part of the club premises for the holding of a social function and on such occasion the guests at it shall be allowed to use all the privileges of the Club including the purchase of alcoholic beverages.
RULE 22
For the avoidance of any doubt in respect of both Rules 20 and 21 here of the Committee shall have power
A. to make rules governing the terms and condition under which such facilities may be granted
B. to make a charge of the club, organisation, or member for the provision of such facilities.
